The 24 elders in REV 4:4... Who are they?

I don't know that anyone can truly identify the 24 elders, the scriptures simply do not identify them.  Anything we come up with is pure speculation.  It is interesting, though, that there were 12 tribes of Israel and then 12 apostles that ushered in the age of the church.  Could it be possible that these are the 24?
 
There are a couple of passages that identify the apostles as ones who would occupy thrones...
 
Matt 19:28 (NIV) Jesus said to them, "I tell you the truth, at the renewal of all things, when the Son of Man sits on his glorious throne, you who have followed me will also sit on twelve thrones, judging the twelve tribes of Israel.
 
Luke 22:29 (NIV) And I confer on you a kingdom, just as my Father conferred one on me, 30 so that you may eat and drink at my table in my kingdom and sit on thrones, judging the twelve tribes of Israel.
